Urban Water Management Plans

The Urban Water Management Plan (UWMP) evaluates the long-term reliability of the Valley Center Municipal Water District’s water supplies to meet projected water demands over the next 20 to 25 years. Updated every five years, the UWMP provides a comprehensive assessment of current and future water supply conditions, potential challenges and planning efforts to support long-term water supply reliability.

As part of the UWMP, the District also prepares a Water Shortage Contingency Plan (WSCP). The WSCP establishes the District’s plan for responding to water supply shortages by defining water shortage stages, corresponding response actions, and communication procedures to help manage supplies during droughts and other water supply emergencies.

The District’s 2025 UWMP and 2026 WSCP were adopted by the Board of Directors on June 1, 2026.
