The Valley Center Municipal Water District Board of Directors’ meeting was called to order by President
Broomell at 2:00 P.M.
ROLL CALL
Board members present: Directors Broomell, Polito, Stone, and Haskell. Director Aleshire will be joining
the meeting in Escondido for the tour of the Olivenhain Dam. Staff members present: General Manager
Arant, District Engineer Jewell, and Ass’t. Board Secretary Doerr. Spectators present: Mr. Ross, Valley
Roadrunner Newspaper.

GENERAL MANAGER’S AGENDA
2. General Manager Arant reported:

Water deliveries through the month of September were down approximately 10% from the same period as last year, which can be attributed to a cooler summer and higher electricity costs.

The Diamond Valley Lake project (formerly known as East Side Reservoir / Domenigoni Reservoir) is now approximately 600,000 ac-ft full. Full capacity will be 800,000 ac-ft: 400,000 ac-ft for
operational storage and drought protection and the remaining 400,000 for emergency.

The ag program which the District offers its customers has provided savings of $32 million since 1994. The Metropolitan Water District (MET) has adopted the framework for a new rate structure
which will be developed over the next few months. This will be a continuation of the IAWP
program and will eliminate ag from paying the readiness-to-serve charge. This rate component
(approximately $24-25/ac-ft), plus MET and District standby charges that the District collects,
should result in a discount increase of about $40/ac-ft. This new program should start around
January 2003.

Director Aleshire was elected to the ACWA Region 10 Board of Directors.

The Woods Valley Ranch project is in escrow and the District is working very closely with the buyer, Newland Homes, on a water reclamation/water facilities agreement whereby the developer
builds the wastewater treatment plant, turns it over to the District for operation, and the District has
the ability to sell reclaimed water to the golf course. Staff anticipates bringing this agreement to
the board for approval on November 5, 2001. Director Broomell inquired about the possibility of
having one treatment plant in the central valley instead of three so close to each other (Woods
Valley Ranch, Orchard Run, and Live Oaks Ranch). General Manager Arant explained that the
County was approached and they would require the developers to go through the entire CEQA and
Major Use Permit process again. This County process would delay their projects by 5 years and
put their projects at risk, which the developers are not willing to do.

The District has been exploring possible sources of state and local funding to assist in the planning, EIR review, and permitting process for recreational use of Lake Turner. All state funds
that staff is aware of have already been allocated and the District may not have qualified, as the
funds are typically geared for cities, counties, and parks & recreational districts. On October 19,
2001, staff met with Supervisor Horn and his staff is looking into possible alternatives for the
District.
TOUR OF THE OLIVENHAIN DAM
3. At 2:15 p.m., a tour of the Olivenhain Dam commenced. The Olivenhain Dam is part of the San
Diego County Water Authority’s Emergency Storage Project which will provide an additional 90,100
ac-ft of stored water to meet emergency needs in the event that a disaster disrupts the region’s
imported water supply.
